The Government of Canada has announced a 60-day review of the Electric Vehicle Availability Standard (“EV Mandate”). Options include softening the standard or eliminating it, which will remove the incentive for North American auto manufacturers to innovate and develop affordable EVs. This would put our domestic auto manufacturing further behind the rest of the world.

The 60-day review period will not end until November 4, 2025, but it appears that Prime Minister Carney would like to receive the results of the review at the end of the 60 days. A grassroots group called Climate Messengers is completing a toolkit with information on the ZEV mandate regulations to help you prepare your comments, and it will be available later in the week at: https://climatemessengers.ca/

EVCO’s overview:

  • Cancelling or drastically softening the standard would:
    • Damage North American auto makers’ global competitiveness
    • Reduce the choice of available EVs for Canadians
    • Keep EV prices inflated for our market
  • EVCO calls on the Government to:
    • Retain the standard completely, or modify to 90% EV availability by 2035 at minimum
    • Open the Canadian auto market to European EVs without the need for Transport Canada homologation (accepting European safety standards)
    • Lower the existing tariffs on Chinese EVs to match those of European countries, with potential complete tariff elimination in the future
